Art. 29 (a) 

Information for standard capacity products for firm capacity (reserve prices, multipliers, seasonal factors, etc.)

The information required by Art.29 (a) for the standard capacity products for firm capacity is published on:

The tariff charges for the interconnection points (PIR) for the period from the 1st of April 2020 to the 30th of September 2020 will be maintained at current level: see the sources above. CRE deliberation N°2019-091 - in French language only

GRTgaz has multipliers for the interconnection points, but no seasonal factors.

Multipliers level is based on CRE deliberation: point 3.2.4) and complied with NC TAR Art. 13.

The justification on multipliers level will be published for the next tariff period.

Art. 30 (1) (b)(vi)

Information related to the previous tariff period regarding the reconciliation of the regulatory account

2018 GRTgaz allowed revenue : 1 781.9 million €
Regulatory account (CRCP) balance at 31 December 2018 retained by CRE is -45.6 million €.

The CRCP balance at 31 December 2018 will be adjusted in four constant annual instalments of -€12.2 million, a reduction in authorised income. Since the amount for the variances for 2018 is provisional, the final value will be included in the CRCP on 1 April 2020.

Point 2.1.5

Incentive mechanisms implemented for the regulatory account:

- The motive power expenses (gas and electricity) and CO2 quota purchases and sales by the TSOs. To encourage the TSOs to control these expenses, 80% of the variances within this item are covered by the CRCP.

- 80% of transmission revenue received upstream of the main network (excluding main network exits, storage facility entries and exits and market coupling and JTS mechanisms) is covered by the CRCP rather than 50% to take account of the automation of marketing procedures via the PRISMA platform, whilst continuing to encourage the TSOs to maximise subscriptions, particularly by making additional capacities available.

Art. 30 (1) (b)(vii)

Information on the intended use of the auction premium

For the period from 1 November 2018 to 30 September 2019, all auction surpluses received over this period will be redistributed in one go, in proportion to the quantities of gas delivered to end consumers connected to the transmission network or distribution network in France from 1 November 2018 to 30 September 2019.

Individual redistribution amounts for the period of 1 November 2018 to 30 September 2019 will be calculated by each TSO and redistributed by invoice in November 2019 at the latest.

On its website, each TSO publishes the unit amount of the surplus auction revenue thus redistributed.
