Reservation rules on the North to South link 

The reservation rules concern pluriannual and annual capacities on the North to South link, marketed from 24, August 2010 and starting from 1, April 2011 in accordance with the deliberation issued by the French Energy Regulatory Commission on 8, July 2010.

Reservation rules on the main transmission system

  • "First come, first served" : under this rule, shippers’ requests are accepted as they come in.

  • Open subscription period : in order to resolve bottleneck problems, GRTgaz offers a proportional allocation system.

    For greater transparency and fairness, GRTgaz is one of the first transmission operators in Europe to offer Open subscription period during which all shippers submit their requests simultaneously. At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

Reservation notice on the main transmission system

On the Main Transmission System, annual subscriptions of capacity are sold :

  • either with a long-notice period,
    • at Interconnexion points :
      • More than 7 months, so as to book multi-annual capacity. The "first come, first served" rule applies.

        For example : in October of year n, the Shipper can ask to reserve capacity starting at the earliest from June 1 in year n+1.


      • The first 10 days of M-7 are the time when all shippers state their needs for multi-annual capacities (2, 3 or 4 years) coming from releasable capacity, which are handled as part of an Open Subscription Period (OSP). At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

        For example : between the 1st calendar day and the 10th calendar day of October N, the Shipper can ask to reserve multi-annual capacity (2, 3 or 4 years) starting on the May 1 in year N+1.


    •  at the link between North and South balancing zones :
      • The period between the 21th and last day of M-8 is the time when all shippers state their needs for multi-annual firm capacities (2, 3 or 4 years) which are handled as part of an Open Subscription Period (OSP). At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

        For example : between the 21th calendar day and the last day of October N, the Shipper can ask to reserve multi-annual firm capacity (2, 3 or 4 years) starting on the June 1 in year N+1.

      • The first 10 days of M-7 are the time when all shippers state their needs for multi-annual interruptible capacities (2, 3 or 4 years), which are handled as part of an Open Subscription Period (OSP). At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

        For example: between the 1st calendar day and the 10th calendar day of November N, the Shipper can ask to reserve multi-annual interruptible capacity (2, 3 or 4 years) starting on the June 1 in year N+1.
  • or with a short-notice period :
    • Between the 11th calendar day and the 20th calendar day of of M-7 is the time when all shippers state their needs for firm annual capacity starting on the 1st of Mont h M. This needs are handled as part of an Open Subscription Period (OSP). At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

      For example : between the 11th and 20th of october N, the Shipper can ask to reserve firm annual starting on the Mai in year N+1.

    • If all firm annual capacity starting on the 1st of Month M are not sold, between the 21st calendar day and the last day of M-7 is the time when all shippers state their needs for interruptbile annual capacity starting on the 1st of Month M. This needs are handled as part of an Open Subscriprion Period (OSP).At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

    • Between the 21st calendar day of month M-7 (if all annual firm capacity, starting on the 1st month M are not sold) or the 1st calendar day of month M-6 (in the other case) and the last day of M-2, to book capacity for one year starting on the 1st of Month M. The "first come, first served" rule applies.

      For Example : in October of year n, the Shipper can ask to reserve capacity starting at the earliest from December 1 in year N (ending on November 30 in year N+1) and at the latest on April 1 in year N+1 (ending on March 31 in year N+2).

On the Main Transmission System, monthly subscriptions of capacity are sold :

  • Between the 21st calendar day and the last day of month M-2 is the time when all shippers state their needs for monthly capacity , which are handled as part of an Open Subscription Period (OSP). At the end of this period, in the event of a shortage, available capacity is distributed proportionnaly to requests.

    For example : between the 21st and the last day of October, the Shipper can ask to reserve monthly capacity starting on December 1.

  • Between the 1st calendar day of month M-1 and the 15th calendar day of M-1, to book capacity for one month M. The "first come, first served" rule applies.

 

On the Main Transmission System, daily subscriptions of capacity for a given day D of month M are sold with a notice period in excess of 21 hours, between the 1st working day following the 20th calendar day of month M-1 and before 9 a.m. on the day before day D.

Between 10 a.m. and noon on the day before day D, unsold daily capacity is made available to shippers through an auction mechanism.
