Tariffs

  • The "ATRT6" tariff

    The CRE published on December, 15th 2016 its deliberation approving tariff of natural gas transmission systems of GRTgaz and TIGF, the “ATRT6”, entering into force from April, 1st 2017 for 4 years and yearly updated. This new tariff frame allows GRTgaz to face major goals during this time frame without overcharging its transmission costs : achieve the single marketplace in France in 2018, promote natural gas and develop future energy solutions.

    ATRT6 tariff underlines major evolutions on the “downstream” offer concerning the regional network and the new conditions to connect consumers and distributors to its network.

    First of all, ATRT6 tariff takes into account the reprocessing of charges transfer due to repair maintenance, renovation and replacement (the “3R” operations), between the distribution networks and GRTgaz following the deliberation of the CRE published in March, 10th 2016.

    Then it introduces as well measures to promote new customers connections and to maintain existing customers, while controlling transmission costs. To do so, 2 new offers are available from April, 1st 2017 :

    • a “development discount” : it allows to reduce financial costs due by industrial customers, distribution network operators or projects of NGV or bioNGV stations to connect them or develop existing facilities :

    • the limitation of the “Niveau de Tarif Régional » (NTR). The NRT is now limited to 10 (previously up to 29), in order to preserve competitiveness of the most remote sites from GRTgaz’ network and to prevent from any termination of their connection to its network.

    As off 1st April 2018, according to article L.452-1 of the code of energy and CRE’s deliberation of 22nd February 2018, GRTgaz is in charge of the collection of storage compensation among shippers using its network, and its transfer to storage operators.

    This storage compensation is destined to compensate differences between authorized earnings of storage operators and their earnings from the marketing at auctions of their infrastructures.

  • Composition of the tariff

    The tariff terms depend on the subscription period. Each contractual point is related to a tariff term.

    • Transmission on the upstream network: 
      The natural gas transport on the principal network consists in, for GRTgaz, removing the gas provided by a shipper in one or more entry gas points in France and in delivering it in one or more exit points. At each entry and exit points correspond a regular tariff. The main tariff terms are as follows:
      • Term of entry capacity on the main network (interconnection points with other transmission networks and LNG terminals) 
      • Term of exit capacity at interconnection points with other transmission networks
      • Term of entry and exit capacity for storage facilities
      • Term of link capacity between balancing zones
    • Transmission on the downstream network:
      The transport tariff on the regional network is proportional to the transport distance (NTR: level of regional pricing system).
      The NTR is fixed for each site. It is established according to the natural gas transport price on the regional network that is from the principal network to the start (or feet) of your connection.
      A site directly linked to the principal network, has a NTR that is 0.
      Finally, at the delivery, the pricing system is fixed according to the nature of installation (site high modulated or not) and according to the number of delivery stations.

      Thus, the tariff related to the delivery has 2 terms:
      • The delivery capacity term (TCL), which is proportional to the delivery capacity subscribed. 
      • The fixed delivery term (TFL). Determined annually, it is proportional to the number of delivery stations.

      For the sites present on the supply network, the tariff related to the delivery includes a term for the delivery of all the PITD (Interface Transport Distribution Points): The delivery capacity term (TCL), which is proportional to the delivery capacity standardized assigned to each PITD shipper concerned.

  • Determination of tariffs

    The main legislative and regulatory texts governing transmission tariffs are as follows:

    • French Energy Code, Articles L. 452-1 to L.452-6; 
    • Decisions of the “Commission de régulation de l’énergie” (Energy Regulatory Commission) relating to the the tariff for use of the natural gas transmission networks from 1st April of each year.

    Article L. 452-3 of the French Energy Code provides that the Energy Regulatory Commission passes on to the Ministers in charge of energy and the economy its decisions, along with related grounds, relative to the evolutions in level and in structure of the tariffs for using the natural gas transmission networks […] as well as the tariff rules and their effective date. 

    These deliberations are published in the Gazette of the French Republic. Within two months of the receipt of its transmission, each of the concerned Ministers can, if the Minister considers that the decision of the Energy Regulatory Commission did not take into account the orientations of the energy policy, ask for a new decision, further to a motivated resolution published in the Gazette of the French Republic.
