Access to the Network

You want to connect an industrial site to the natural gas transport network. GRTgaz supports you throughout your connection project.

Connecting you to the transport network means providing connection facilities to supply your site with natural gas. The connection facilities comprise one or more connections and several delivery points.

Two types of projects are defined for a new connection: so-called 'basic-case' projects and so-called 'other cases' projects that deal with specific requirements.

Definition of 'basic cases':

  • New point (flow rate up to 10,000 Nm3/h)
  • Branch connection shorter than 100 metres, may be extended if it causes no additional complication described in the following point
  • Connection to an upstream pipeline with diameter less than 300 mm
  • Requiring neither special constructions (river crossing, railway crossing or major road, etc.) nor the installation of specialised equipment
  • Land appropriate for a delivery point, land not complex
  • Connection facility located outside an urban environment
  • Requiring an application for a French transport authorisation under the simplified procedure (APS): no French Public Utility Declaration, no impact study and control of land aspects for the entire project.

 

By application of articles L.111-19 and L.111-48 of the French Energy Code, GRTgaz is the owner of connection facilities.

Since April 1, 2017, GRTgaz offers a development discount to customers who have the project to develop their natural gas uses, along with a modification of their connection facilities. This discount covers a part of the connection structure costs, in proportion to the expected transmission income for up to ten years, and up to a maximum of 50% of the structure cost. This measure is addressed to sites already connected to the network but also to new customers who want to be connected to the natural gas transmission network. In return, the benefice of the discount will commit the customer, via an Advanced Reservation Contract for Transmission Capacity (CRAC), to subscribe or have subscribed the capacities used for to calculate the discount.

GRTgaz provides a simulation tool to help you choose the subscribed capacity level and duration of the CRAC.

Information about connection

From the  preliminary statement of requirement that you completed, GRTgaz carries out preliminary studies and provides you information about the connection.

This non-binding study is carried out free-of-charge. It provides you with a budget cost and estimated calendar for your connection project.

Connection studies

Connection studies consist of feasibility studies and basic studies. After these studies, GRTgaz submits a connection proposal.

In certain situations, this stage may only include basic studies.

Feasibility studies:
The feasibility studies begin once the feasibility studies agreement is signed.

These studies are invoiced and must be paid for on completion of the studies.

After feasibility studies, GRTgaz will submit a feasibility report, valid for six months, in particular comprising a binding estimate, presented as a range, of the price for connection facilities, an estimated schedule for the work and the specifications for the connection facilities.

Basic studies:
The basic studies begin with signing the connection studies agreement. These studies are invoiced.

After these studies, GRTgaz will submit a connection and injection proposal, valid for 6 months, constituting a final commercial proposal. This proposal contains the price, completion schedule and specifications for the connection facilities, as well as the operating and maintenance conditions for these facilities.

Connection contract

The connection contract comprises:

  • general terms & conditions applicable to all connection contracts
  • special terms & conditions setting out specific features of your contract, such as the specifications of the branch connection and delivery point, the date for introducing gas into connection facilities, commitments made by GRTgaz for delivery terms & conditions (delivery pressure, start, etc.), as well as the price of connection contract services.


The connection contract generally lasts for ten years following signature. This contract may subsequently be tacitly renewed annually.


After signing the connection contract, GRTgaz submits the official application to the regional authorities or relevant French ministry.

Start-up of your facilities

You will be offered a start-up agreement in addition to the connection contract.

It will clarify each party's roles and responsibilities during this phase, particularly regarding information exchange and programming your gas consumption profiles during your testing campaign.

Ensuring future availability of your capacity

To ensure the future availability of your transport capacities on the regional network, you can sign a CRAC (French: Advanced Reservation Contract for Transmission Capacity).

If you are committed through a CRAC to subscribe transmission capacities, you can benefit from the development discount. Your participation in the financing of connection facilities decreases.

Natural gas supply contract

Prior to starting your facilities, including your tests, you must ensure you have a natural gas supply contract with a supplier approved by the authorities.

The list of natural gas suppliers is available on the Energie info website.

As part of this, you must undertake to ensure that one or more shippers enter into one or more transmission contracts with GRTgaz to meet your needs.

After obtaining construction and operating permits, GRTgaz constructs the Connection Facilities and introduces the gas supply.

The connection facilities comprise one or more branch connections and several delivery points.

By application of articles L.111-19 and L.111-48 of the French Energy Code,  GRTgaz is the owner of connection facilities.


Branch connection

Branch connection refers to the transport structure providing the link between the main network or regional network, as appropriate, and a (the) Delivery Point(s).

Construction of the branch connection, in the 'basic case', comprises:

  • Laying a pipeline shorter than 100 metres in length
  • Connection of the branch connection to an upstream pipeline with diameter less than 300 mm
  • Fitting a regulatory valve and the insulating seal for entry underground.

A fixed pricing structure is applied to the 'basic case' for construction of the branch connection, based on the diameter of the branch connection. In 'other cases', pricing is specified by quotation. It is included in the price for providing connection facilities.


It is paid as an annual fee or on presentation of invoice.

Delivery point

The delivery point refers to the facility located at the downstream end of the transport network. It contributes to ensuring that the delivery conditions meet the needs you expressed, particularly in terms of pressure and flow rate. It is also equipped with devices dedicated to metering, remote surveillance and filtration.

A fixed pricing structure is applied to the 'basic case' for the delivery point.

The package for delivery point includes:

  • fitting and assembling the delivery point in situ, including fitting one or two pressure-reducing lines.
  • fitting an isolating device separating the delivery point from your structures.

In 'other cases', pricing is specified by quotation.

The price for constructing the delivery point is included in the price for providing connection facilities.

It is paid as an annual fee or on presentation of invoice.

Routing utility services

Routing utility services consists of connecting the Delivery Point to the electricity supply and the public telephone network over a dedicated line.

The price is specified by quotation and is payable on presentation of invoice, no later than the month after commencing gas supply.

Civil engineering works

Civil engineering works comprise:

  • designs and construction permit,
  • levelling and preparing the ground,
  • laying foundation slabs to support the Delivery Point and electrical cabinet,
  • laying all sheaths and ducts required for the utility services,
  • installing a fence.

A fixed pricing structure is applied to civil engineering works for the 'base case', according to the flow rate range of the delivery point. In 'other cases', pricing is specified by quotation.

It is payable on presentation of invoice and no later than the month following commencement of gas supply.
