Access to the Network

GRTgaz provides the Réso-vert to enable you to locate your project on its transport network.

Connection to the transport network means providing connection facilities enabling you to inject biomethane into the transmission network. The connection facilities are composed of one or more branch connections and one or more injection points.

Definition of 'basic cases':

  • Injection point (flow rate less than 800 Nm3/h)
  • Branch connection shorter than 100 metres, may be extended if it causes no additional complication described in the following points
  • Connection facility located outside an urban environment
  • Requiring neither special constructions (river crossing, railway crossing or major road, etc.) nor the installation of specialised equipment
  • Land appropriate for an injection point, land not complex
  • Requiring an application for a French transport authorisation under the simplified procedure (APS): no French Public Utility Declaration, no impact study and control of land aspects for the entire project.

Two types of projects are defined for a new connection. The first ones are called 'basic case' projects; the other ones are known as 'other cases' projects and deal with specific requirements.

Information about connection

From the preliminary statement of requirement that you completed, GRTgaz carries out preliminary studies and provides you information about the connection.

This non-binding study is carried out free-of-charge. It provides you with a budget cost and an estimated calendar for your connection project.

Connection studies

Connection studies consist of feasibility studies and basic studies. After these studies, GRTgaz submits a connection proposal.

In certain situations, this stage may only include basic studies.

 

Queue management

Capacities to inject biomethane from a facility into the network may be limited, particularly in summer, when natural gas consumption is lower.

To manage reservations for injection capacity, it was decided in the Biomethane Injection Working Group (GT Injection), a joint industry working group chaired by ADEME and GrDF, to create a capacity management register.

The capacity register works on a 'first come, first served' basis.


Your project is put in the queue after receiving the signed feasibility study agreement.

Feasibility studies:

The feasibility studies begin once the feasibility studies agreement is signed.

These studies are invoiced and must be paid for on completion of the studies.

After feasibility studies, GRTgaz will send you a feasibility report, valid for six months, including:

  • a binding estimate, as a range, of the cost for connection facilities;
  • an estimated schedule for the work;
  • the characteristics of the connection facilities;
  • the feasibility of injection;
  • a hazard study with map of effect areas, or otherwise a safety leaflet.

Basic studies:

Once the connection studies agreement has been signed, the basic studies begin. These studies are invoiced.

After these studies, GRTgaz will submit a connection and injection proposal, valid for 6 months, constituting a final commercial proposal.

This proposal contains:

  • the price and schedule for constructing the connection facilities;
  • the characteristics of the connection facilities;
  • a description of the injection service;
  • operating and maintenance conditions for the facilities.

Connection and injection contract

The connection and injection contract is binding, for 15 years:

  • the construction phase for connection facilities and the start-up phase for installations,
  • the relationship between you and GRTgaz during the operating life of the connection facilities: operation and regular maintenance of the facilities, injection conditions (injection pressure, maximum hourly flow, etc.).


The contract is composed of:

  • general terms & conditions, applicable to all connection and injection contracts;
  • special terms & conditions setting out specific features of your contract, such as the details of the connection pipe and the injection station, the date for introducing gas into the facilities, the conditions for injecting biomethane into the t natural gas transmission system , as well as the price of the related services.

After signing the connection contract, GRTgaz submits the official application to the regional authorities or relevant French ministry.

Start-up of your facilities

You will receive a start-up agreement proposal in addition to the connection and injection contract.
It will clarify each party's roles and responsibilities during this phase, especially in relation to the exchange of information on the progress of the facility start-up phase.

After obtaining construction and operating permits, GRTgaz constructs the Connection Facilities and introduces the gas supply.

 

By application of articles L.111-19 and L.111-48 of the French Energy Code, GRTgaz is the owner of connection facilities.

Branch connection

The branch connection is composed of two parts:

  • The upstream connection provides the link between upstream of the inlet valve to the injection station and the injection station;
  • The downstream connection provides the link between the injection station and gas transmission network.

 

Construction of the branch connection, in the 'basic case', comprises:

  • Laying a pipeline shorter than 100 metres in length
  • Connection of the branch connection to an upstream pipeline with diameter less than 300 mm
  • Fitting a regulatory valve and the insulating seal for entry underground.

It is paid as an annual fee or on presentation of invoice.

Injection Point

The Injection Point provides the following functionalities:

  • measuring system,
  • odorization,
  • measures the physico-chemical characteristics of the biomethane, checks compliance with GRTgaz technical requirements,
  • operating safety.

 

Construction of the Injection Point package, in the 'base case', comprises:

  • Fitting and in situ assembly of the Injection Point,
  • Fitting the odorization unit,
  • Fitting equipment to check quality of the biomethane (chromatographs), remote-reading transactional metering equipment.

 

Pricing

A fixed pricing structure is applied to the 'basic case' for construction of the Injection Point, and a quotation is required for 'other cases'.

Routing utility services

Routing utility services consists of connecting the Injection Point to the electricity supply and the public telephone network over a dedicated line.

The price is specified by quotation and is payable on presentation of invoice, no later than the month after commencing gas supply.

Civil engineering works

Civil engineering works comprise:

  • designs and construction permit,
  • levelling and preparing the ground
  • laying foundation slabs to support the Injection Point and electrical cabinet,
  • laying all sheaths and ducts required for the utility services,
  • installing a fence.

The price is specified in a quotation.

It is payable on presentation of invoice and no later than the month following commencement of gas supply.
